Mission
(Strategically, how will get get from today's culture of Council Centric - Elite Few decision making to Silent Majority decision making... Civix Vision).
Civix needs Resources, Processes and a Focus to achieve its mission:
Resources: Volunteers, Money, software, dedicated supporters
Processes: How we make decisions and how we treat visitors to our site and members.
Focus: What is our obsession? Elect the next Council in West Vanocuver.
Create a new local political party that will, with input from residents, develop a draft Platform which will evolve by facilitating input from the community by way of electronic polling, comments and suggestions documented in a transparent manner. On this site a Civix Blog is used to record all comments and suggestions
Require all candidates that Civix endorses and supports to endorse the Civix platform.
Collectively, create the job description and qualifications of the ideal candidates who will run in the next municipal election in 2022 taking into account:
life experiences
knowledge, skills and abilities
diversity
Expertise (like finance, planning, budgeting ..)
Based on this ‘job description’, canvass potential candidates and evaluate and select those candidates who believe in the Civix Platform and are committed to converting WestVan to a semi-direct democracy governance model.
Support each candidate with the objective of electing at least 5 candidates in 2022 who have endorsed the Civix Platform (as it evolves with community input)
Six Month Plan:
use social media, email and advertising to:
ask supporters to refer this site to other WestVan residents
build the brand Civix
sign up member - supporters
ask for donations - for advertising and build reserves for election
Vison
(Our Destination or Objective or Goal)
Our Vision is for WestVan to change to a semi- direct democracy governance model, where residents will vote |x| on all significant community decisions and WestVan council will be bound by the will of residents as is legally permissible.
Ultimately the mayor and individual councillors are legally obligated to make statutory decisions on behalf of the District of West Vancouver and be responsible for decisions they make. Accordingly if the mayor or councillor disagrees with what the majority of what residents vote for, they will be required to publish their reason for voting |x| against the wishes of the vote by residents.
Our Purpose
(Why are we doing this or where on the road to our vision are we now)?
We believe that some of the DWV staff, and council members seem to make decisions based mostly on their own political agendas, their immediate friends or supporters and special interest group. Collectively we refer to them as the Elite Few decision makers.
Hence our Purpose is to change how significant decisions will be made by council in WestVan by modifying a current WestVan bylaw (Council procedure bylaw 5005) to incorporate the following rules for council:
All significant community decisions must be voted on (by referendum or electronic voting) by the residents of West Vancouver.
'Also this bylaw would be changed to include the statement that each council member is encouraged to poll 'residents about how residents feel about a possible decision
Significant Community Decision includes all ‘spot zoning’, re-zoning generally, changes to the official community plan, annual budget, capital expenditures in excess of $5,000,000 (including the present value of future operating expenses).
Committee selection should firstly be based on Knowledge, Skills and Abilities (KSA). Collect all residents interested and evaluate for KSA. Then from this group, select committee members by random number generator to prevent ‘stacking’ of committees by, mostly, the Mayor.
